So the Kyoto Protocol signatory countries didn't reduce their carbon emissions?

Remember how George W Bush was the worst person ever because he had the USA withdraw from the Kyoto Protocol?  Never mind that Bill Clinton refused to send the treaty to the Senate for ratification, Clinton was a Democrat and Bush was a village idiot.

Well, Peer Reviewed™ SCIENCE® shows how much the countries who stayed in Kyoto actually met their emission goals.  Which is to say, not at all:
We study the effectiveness of emission targets under the Kyoto Protocol with respect to reducing CO2 emissions. Using country-level and US state-level panel data and employing the synthetic control method, we find very little evidence for an emission reduction effect for the major emitters among the Annex B countries with binding emission targets.

As I recall, The punishment for failing to meet the limits is a "Strongly Worded" letter from whichever third world Dictator is president of the UN plus a Fine.

Failure to pay the fine results in a "HARSHLY WORDED" letter.
